Relationship Service - Graph does not stabilize #257

Some Relationship Graphs with lots of objects/relationships never reach "Equlibrium". Although the living/breathing graphs are quite pleasing aesthetically, it's very difficult to interact with the graph when everything is in constant motion.

If you've not witnessed, can provide a STIX Package to demonstrate.

The graph would not reach a steady state. In other words the nodes keep moving and never reach convergence. I’ll have to check and see if this still happens. I no longer have access to the dataset that caused this behavior.
