Portal redirection for changed collection of manifests and support of ARKs #102

Currently if a slug exists, but isn't on the specific portal a patron goes to, what is returned is a "Page Not Found".

Example:

We should discuss whether we should enable a feature within CAP that will redirect to the correct portal for any identifier that exists.

This will relate to the future support for ARKs.
