Scan directories from https://github.com/crkn-rcdr/cihm-metadatabus/issues/58 and generate CSV files.

This tool will only be useful for Preservation, which will be DC only as part of the move to Archivematica.

Rules in https://www.loc.gov/marc/marc2dc.html will be used, with any adjustments requested by the Heritage Services team before we initiate any migration.
