Add starter Data Science Project #1

Hi, this looks like a great overhaul of the original cookiecutter and I'd like to try and use it. I suggest adding starter or linking to a reference project, similar to this PR

@shaikmoeed thank you for your interest! there are a couple more thing I'd need to do before creating a starter project, namely: #8 #9
