10 months ago I am facing a very similiar issue on my Nvidia Shield Pro. Playing trailers via web interface works though.

Server: Ubuntu Server 22.04 Kernal 6.2 Install method Docker Jellyfin 10.8.11
I am able to transcode everything without issue. The only time I have a issue with the the nvidia shield.
