Write documentation on how to add new palettes to library and add link to the contribution in the action button in PaletteLibraryScreen. Screenshot from 2020-10-22 22-14-16

@vivianxu1230 thanks for picking this. We have the main action on any screen using an action button so I think the action button is a better choice here for the sake of consistency. Let me know if you need any help?
