[Testnet] Generate new secrets #7

Generate new setup and verification key for each circuits

(19 circuits)

Current the setup keys and verifications keys are generated using the universal setup 2^26

I has been hardcoded in many part of the projects *in dependencies

I may be okay to use the same universal setup (otherwise it would be a huge vulnerabilities for zksync era network)
