Set up Puppet for Edina VM #32

We need MapServer/MapProxy install on the VM to start working on the UI (see #29) Edina has a Puppet module that should simplify the installation on CentOS 7, I'm planning to use it to get our VM set up quickly.

Is this issue being taken care of as part of #36, and this one can be closed now?

No I'm still working on the puppet, just didn't update it with progress: I've got now the puppet installing MapServer, MapProxy, and PostGIS James will be testing it to check that it is doing what he needs. If his feedback are good then the Puppet work is done.
