README.md: Updated a link into the YP doc set. #30

The existing link was a dead end. It took the reader to the retired YP Quick Start. The new link is to the section in the YP Development Tasks Manual where the ready can learn how to clone poky and proceed.

The Yocto Project docs are now built with Sphinx and at a different URL. Close this pull request as obsolete.
