The oldest distros (centos-7, debian-9, ubuntu-1604) are failing to run dumb-init tests with 3.1.x buildtools.

Not needed to fix the issue with LIBDEST. We will wait to some future date to switch to 3.5 kirkstone for LTS buildtools-extended-tarball.
