ConnectionConditional file removal #2

It is not included in META and, in fact, it's just an (almost) empty file: https://github.com/croservices/cro-core/blob/master/lib/Cro/ConnectionConditional.pm6 Cro::ConnectionConditional itself is declared in Cro.pm6.

Consider removing.
