Make it easy to install mingw packages/libraries

I want it to be easy to install libraries for mingw, say using something like https://github.com/HolyBlackCat/quasi-msys2

Describe why this would be a good inclusion for cross

This would lower the threshold for windows-gnu targets, as it'd be much easier to get the packages you need
