Custom flutter version update #14

@dustincatap Hello

  1. Added defaultValue: "" to task.json
  2. Updated tool dependency from 0.2.1 to 0.2.41
  3. Updated version in vss-extension.json from 0.2.7 to 0.2.8

Hope this solves that problem Extension fails

Hi. I forgot to push my changes for 1.0.0, I was trying to update the extension in our Azure Pipelines. But it is still getting 0.2.6
