JCenter is going away; only publish to Maven Central #522

JCenter no longer accepts new releases of software, the existing, published software will continue to be accessible till early 2022. https://jfrog.com/blog/into-the-sunset-bintray-jcenter-gocenter-and-chartcenter/

We should update the gradle build config to

  1. Remove bintray plugin
  2. Add gradle plugin https://github.com/vanniktech/gradle-maven-publish-plugin

This is done now. Version 21.7.1 is now released.
