Updates the GHA deploy workflow to wheel and upload

Fixes #1606

• updates the deploy action to build the wheel and source distribution directly
• Upload .whl and .tar.gz to PyPi when the action is triggered via a tag action
  • Based tag format on existing tags in the repo
  • :exclamation: The secret PYPI_API_TOKEN will need to be set for the action to publish
• Removes the AWS copying entirely
  • Based on comment in the linked issue, this is no longer needed
• Wheel appears to be pure Python with no extensions, so building on additional targets isn't required

Hopefully this is enough or a good starting point for publishing a wheel alongside the sdist.
