Library support for NFC active tag ST M24SR64

We should contribute support for the ST M24SR64 chip (which is contained in the Crossbar.io IoT Starterkit) to the Python library nfcpy.

As a first step, we should file an issue "Add support for ST M23SR64" on the https://github.com/nfcpy/nfcpy repo providing:

• links to the info and code we already have
• asking for directions on where and what to implement in nfcpy
