Make the copying of template directories explicit #109

Updates the Dockerfile to make the copying of the master and worker template directories explicit. For recent versions of Docker, the copy operation can fail with an error.

Do you have an OpenStack cluster that we can use for testing and adding support? If so, how would you like to share the credentials?

Please let us know the best way to gain access to a test environment.
