kubconfig absolute path and helm argument updates for v3 changes #25

KUBECONFIG export consistent for full absolute path
fixed helm list as --all does not accept values; added --filter
removed some debug export commands no longer needed.

Passes in dev.cncf.ci after merging into the integration branch.
