Is your feature request related to a problem? Granting may skip approval to create a more streamlined workflow.

Describe the solution you'd like

Admin can provide human rules that will be considered to conclude whether a request should be approved or only notification is sent to the data owner.

Additional context

Consider an option to provide the data owner a small window to reject via a link.
Future use of a "probability" tool that will provide some scoring whether the user should have this access or not.
