Anchor Tag Issue #137

I have setup an anchor tag at the bottom of the homepage which works fine if you are on the homepage. However if I am on a different page it will not link directly to the anchor tag, instead it takes you back to the top of the page. What can I do to fix this? Here is the site the free evaluation link in the navigation is the link in question.
