Replace Compass with webpack and laravel-mix for compiling sass and remove browser prefixes and mixins.

To Do:

[x] Write documentation
[x] Review browserlist setting. Currently set to last 4 version following what is used on the Autoprefixer demo. Can also be configured per-project.
[x] Do we want to keep gulp and reconfigure?
