Upgrade crossplane-runtime, terrajet dependency and go version

• Upgrade crossplane-runtime version to latest
• Upgrade go version to 1.18 (consequentece of the crossplane-runtime upgrade)
• Upgrade terrajet version to latest (consequence of the upgrades above)

Hey @ulucinar, this upgrade were made mainly to have the paused annotation feature in this provider as well. I think you are the best person to review it, as you maintain this repository and implemented the paused annotation 🙂
