Create cross resource reference between SLO and Monitor resources #1

What problem are you facing?

Currently creation of reference in monitorIds to Monitors in ServiceLevelObjective resource is blocked by https://github.com/crossplane/terrajet/issues/277

How could Datadog Provider help solve your problem?

When https://github.com/crossplane/terrajet/issues/277 is solved we need to add proper cross resource reference following https://github.com/crossplane/terrajet/blob/main/docs/configuring-a-resource.md#cross-resource-referencing
