Description of your changes

Part of #29 Redux of #31 without updating upjet and related crossplane-runtime tools.

Updates build/ submodule
Updates TF Equinix Provider to 1.18.0 (which include Fabric Cloud Router)
Deletes the equinix_metal_port_vlan_attachment example which was not being handled well by the generator

CI failed with up: error: unknown flag --auth-ext. Sticking with the last known good version of build (without needing additional Makefile updates) for now.
