Any improvements for pedestrians, cyclists, and other non-motorized modes of transportation in the village have historically come in an ad-hoc fashion as one-offs with no greater vision. Establish a budget for such improvements as a [small] proportion of the village's overall Roads Capital Budget so that such projects are continually funded.
Note that this is a related concept to issue #56 which proposed incorporating a "Complete Streets" policy into road maintenance.

15 December 2021 - this item made its way to the agenda at the committee meeting and all agreed it was a good idea, but the mayor suggested the pandemic has made funding tight and this was unlikely to be considered.
