Puzzle piece 1 for example was kicked back into the rotation after we changed the confidence calculations, but they have not re-entered the queue.

Could be due to the priority image feature preventing old pieces from seeing the light of day again?

See also: #87 which I just created. They aren't dupes -- I think if we fix this one, we'll end up spending time re-transcribing ones that were transcribed under the "5 is good enough" regime. It feels more pressing to transcribe more recent images? (I'm not sure either method actually does this right now.)
