AWS LightSail meets a lot - we used Canada instance, could be some other country with strong privacy protection and human rights; it's cheap ($10 for 1vCPU, 2GB, 3TB data), it's easy, it has API and load balancers and snapshot. We moved to a larger instance via snapshot in under 15 mins. I'll let @robot-o chime in on whether it's eco enough.
