from a structural point of view, we agreed that:

The blocklists/getting_started page should present the two possible journeys: SE or integrations.
The "SE blocklists" journey should lead the used to a page that links him to the pre-requisites (ie. quickstart SE / quickstart RC), and then sends him to /u/console/blocklists/subscription
