Add cache to the DNS enricher #2685

What would you like to be added?

not 100% sure it's related to this issue but still:

The DNS enricher method](https://app.crowdsec.net/hub/author/crowdsecurity/configurations/rdns) doesn't support cache. It might have some serious impact and create congestion when users are generating a significant amount of overflows (or it's used in a hotpath). Now that we have added cache for other uses, it should be rather trivial to implement and potentially a lifesaver.

Why is this needed?

so that crowdsec can go brrrr
