open-source the load-testing infrastructure #539

mod_pagespeed uses a Python script to induce high loads (>5k qps) on a single 
server.  This infrastructure should be made available to end-users that wish to 
load-test with their access patterns.

Also to be included should be some mechanism to generate the request-sequence 
for optimized URLs.
