Move default blacklist into user-visible configuration #589

Right now we blacklist a bunch of web sites in our code.  It would be good to 
make this configuration user-visible, if nothing else so it's evident to our 
users what's being excluded by default.  This could be made part of 
pagespeed_libraries.conf.
