prioritize_critical_css does not instrument with combine_css enabled #669

When prioritize_critical_css is enabled with combine_css (included in 
CoreFilters), no instrumentation is observed.

Do you have an example site I could run against?  I'll start with the 
mod_pagespeed_examples, but I'm pretty sure I've made those work in the past, 
and I strongly suspect either rewrite deadline trouble or parsing problems.

I'm able to reproduce with just 
mod_pagespeed_example/combine_css.html?ModPagespeed=on&ModPagespeedFilters=rewri
te_css,combine_css,prioritize_critical_css. Remove combine_css and 
prioritize_critical_css works as expected.
