DecodeOutputResourceNameHelper & filenames like jquery-1.1.8.js

When requesting a url ending in "jquery-1.1.8.js", 
DecodeOutputResourceNameHelper logs an error message. 

This message is logged for the request: " Decoding of resource name 
http://127.0.0.1:7010/jquery-1.1.8.js failed because  there is no filter with 
id jquery-1." This message is logged when IsPagespeedResource() is called to 
determine if this is a resource url.
Apart from the log spew, I don't think anything is failing.
