Option to enable load shedding for html rewriting #739

It would be nice to have an option where psol would decline html rewriting 
under heavy load. 
For example, when there is too much pressure on the cpu, or the request queues 
are too long.

Combined with statistics about the amount of load shedding that is occurring, 
this could both be really helpful and a safeguard when enabling psol on busy 
machines.
