Add option for music looping. #11

Add option for music to loop (if possible in spout). Add as user config option OR as town option (leaning to town option atm, both may be possible though without adding too much complexity). This MUST be added to 0.3 for database reset.

I can't seem to figure out how to do this with the current spout api. Going to postpone to 1.0
