command "Workspace/New" enabled in spite of permissions #18

The command "Workspace/New" in the main menu us enabled also for users that 
have no permissions of creating a new workspace.
Attempting to create a new workspace fails, without any warning.

Solution: enable/disable "Workspace/New" depending on actual permissions.
