Report building logic omissions #77

Changes to report building logic arising from my recent repairs to the evidence checklists. Clear what needs doing, just needs doing in time for training sessions, and testing against training and other scenarios.

Most of this now done, but spotted a bug after finishing 1.3.3 in relation to how form data from the evidence checklists finds its way into report building.
