Growing urban extents #12

I have added the spillover here: https://github.com/CARSILab/CISC/commit/5ee0eebf43bce0c2e65e3c824b3510ddfab36ebf

Currently running it for all of Asia. From a brief test, I could see that we definitely need to grow the urban extents, otherwise the spillover effect is very small, because the next iteration fills in the same urban areas again. Any thoughts on this, @pmarcotullio?

As discussed today, we'll use a combination of

  1. a country-specific population number threshold; and
  2. a requirement for at least 3 of the 8 neighboring cells already being urban
