Check PopFunctions.py (and potentially other scripts) for any steps where the rural cells are being selected. Currently, only cells with value 1 seem to be selected, whereas the rural numbers from our CSVs also need to go into the suburban cells (value 2).
This seems to be reason our global totals are much too high.
