Add an RSB controller driver for use with the AXP PMIC #163

Purpose

The Pinebook uses r_i2c for its RGB to eDP bridge chip, so we cannot use r_i2c for PMIC communication once Linux has booted.

Considerations for reviewers

This needs further review.
