What do you mean by "i can't download it"? 
Have you tried this?
1. install your SVN client (eg. TortoiseSVN)
2. select Check Out, enter this address:
http://s60-json-library.googlecode.com/svn/trunk/
3. and that's it, you can use the library, there are also examples how to use it
