Initial version of search service

Steps to run it:

• Update env file with MS_PORT and MS_MASTER_KEY
• Create env (with python-dotenv and requests)
• docker compose up any profile (dev or prod)
• run the python script from root

The search service should now be hosted on http://localhost:MS_PORT

I'm not reviewing this yet, since there's some first order things we'll have to discuss before we go ahead with this approach:

1. I don't think we should add python or anything python related as a dependency to this project
2. We still haven't thought about how the timetable search logic would work

I've already raised these points on Discord, but for posteriority's sake I'm leaving these points here as well.
