I've somewhat solved the issue as of writing, as version 2023 appears to work fine. However, version 2024 results in the Solidworks "Installation Manager" being a white or black screen, and being unable to progress.
I believe this issue is due to "Microsoft WebView 2". Occasionally, it throws an error about being unable to start or install. Given that 2023 does not appear to use WebView, it seems likely that this is the culprit.
For the time being, recommended workaround is simply to switch back to the 2023 version. Perhaps it might be best if a note was added to let users know that 2024 is broken? @cryinkfly
