add support for a dedicated page with all the tags #31

I wanted a separate page containing all the tags. If you accept this pull request, keep in mind that config.edn of cryogen needs to be updated also to add the key :tag-root.

I don't see where you've added :tag-root in the changes that you've committed. What are you using it for?

I've added a tags page to my customized core for my blog so I could actually just merge that over tonight.

I've added the tags page generation into the core and also the html template.

New clojars build will be up tonight :)
