ci(deps): add Dependabot config #22

This addes dependabot config but only to update the Containerfile.

Fixes #18

Wondering we should change to Dockerfile or depend on https://github.com/dependabot/dependabot-core/pull/6068?

Probably change the filename here to Dockerfile. I'm not sure how long it might be before that dependabot PR gets anywhere.
