ci(tools): use podman for building container images #1290

To recreate commits with GPG signature git fetch upstream && git rebase --force --gpg-sign upstream/main

Fixes: #1288

Description of the change:

Install podman 4 and start Podman API for building container images. We can remove podman-4 installation when ubuntu-24.04 is out of beta.
