COSISTUPA: Icestupa volume estimation in COSIPY #45

Cosipy model was modified to accept icestupa fountain data and produce icestupa volume estimates. Model volume estimates of 4 Icestupas were validated (3 in Swiss and 1 in India) using drone volume estimates. RMSE error of all icestupas were within 20 % of their maximum ice volumes.
