Add message of the day. #281

[x] Create a little banner under (/in?) the navbar that displays a message of the day. For example : "Bots are not allowed."
[x] add a read more button that links to a blogpost if the property is specified.
[ ] add fetch logic

Color and blogpost are optional. If the message is empty it will be hidden.

We still need to clarify if we implement that and if so, how to implement that.
