let users quit at login screen #31

What steps will reproduce the problem?
1. telnet into tzmud
2. try to quit from there without ^]
3. some people will create an account just to quit after...

What is the expected output? What do you see instead?
It would be nice to be able to type "quit" and just quit.

What version of the product are you using? On what operating system?
Lastest SVN.
