migrate tx config

Hi: could you please explain what this PR accomplishes? I feel like I can't review it in its current state.

Sorry, This PR migrate Transifex configuration file to the new version

It's my first time using transifex-cli, and I can't pull the translations with the newest client:

make tx_pull
# pull all community translated strings
tx pull - a
# Getting info about resources
crypto101. appendices
Resource crypto101. appendices does not exist
crypto101. block-ciphers - Resource crypto101.block-ciphers does not exist
crypto101. building-blocks Resource crypto101 .building-blocks does not exist
crypto101. complete-cryptosystems Resource crypto101.complete-cryptosystems does not exist

I guess the .tx/config is outdated, since it works after I followed the Migrating from older versions of the client
